In a saucepan over medium-low heat, combine the oat milk, raisins, maple syrup, sugar, and spices. Dump in the measured 2 cups (moderately packed but not smooshed) of rice. Heat through, stirring occasionally until it comes to a simmer and then constantly, until pudding begins to thicken, 5-10 minutes.
Remove from heat and stir in the vanilla extract and chia seeds.
